The Ring Motor Road – Leningrad Region Open Joint-Stock Company (OAO KAD-L) is an officially authorized (by the Governor Serdyukov’s order) structure of the Leningrad Region Government.  In accordance with a state contract our company was delegated functions of the development management of the regional territory adjoining the ring motor road (KAD) and subject to special regulations of the town-planning activities of regional subordination (by Government verdict). 

OAO KAD-L is efficient and successful in monitoring of our partners’ investment projects; we provide assistance in registration of the long-term lease and acquisition of ownership on land plots in the territory of Leningrad Region and in particular in the KAD zone around St. Petersburg.  Our company takes off all risks connected with contract signing and guarantees full transparency and good title of the deals.

We work professionally and efficiently.  Our successful cooperation with such prominent companies as IKEA, Petrovskiy Autocenter, and Atlant – M Baltica is a good evidence of this.  This is also confirmed by the ever growing number of the construction sites along KAD, as well as by construction of the MEGA Dybenko and MEGA Parnas complexes, which IKEA has scheduled to complete by the end of 2006. 

It is quite obvious that by the time the entire KAD ring road is put into operation, the investors’ interest in this territory with extremely beneficial geography, clear town-planning idea and legible land regulation documents will grow up several times.  The total amount of investments into the projects currently under realization now exceeds RUB 60 billions. In addition to that, we are in the process of intensive negotiations with a number of companies and several contracts are to be signed in the nearest future. The rough estimation shows that the total amount of investments into the land development along the Eastern semiring of KAD will approach RUB 80 billions in the next few years. I would like to mention that our company sees its major goal in creation of the modern infrastructure on the territory adjoining KAD, which would allow to attract new investors to Leningrad Region, add to the region budget revenues, create new jobs and, consequently, will help to raise the level of life in our entire region.
